Pilot action: Policy paper and Ljubljana declaration

ELIH-Med capitalisation strategy aims at making a step forward through its contribution to the elaboration of the next programming period contents. The whole process has to make strategic projects become an efficient tool to develop and test pilots for innovative policies, needed for a coordinated implementation of EU directives in the MED area.
In this perspective, following the request from MED States Committee, ELIH-Med and MARIE, another MED strategic project dealing with energy efficiency in buildings, have decided to join their efforts, as well as experiences and lessons drawn from their pilot actions, to provide with a common message to present to European institutions. As strategic projects, they have a key capitalization role to play in order to allow the European community to take benefit of the main experiences, outputs and results of these two projects, as well as of the transnational projects related to energy efficiency in buildings in the Mediterranean area.
All along 2012, both projects have worked together on the elaboration of a Policy Paper, which presents proposals and recommendations to EU institutions to improve Med transnational cooperation answers to energy efficiency challenges in buildings. Recommendations are based on the experiments and lessons provided by pilot actions led in both projects.

PROFORBIOMED, a strategic MED project also approved in early 2011, and which pursues the promotion of the residual forest biomass for energy, sustains the Policy Paper engaged by ELIH-MED and MARIE projects. 
 
  Policy Paper content  
The main recommendations of the Policy Paper to achieve EU 2020 Energy Efficiency targets in the Med are:
- Put energy efficiency in buildings as a top priority of the future programming period, with an ambitious
  budget
- Reinforce coordination between MED program and the rest of EU Programs dealing with energy renovation
  of buildings
- Promote coordination among Mediterranean States, Regions and Cities giving to the Regional -
  Public Administrations a hinge role according to the property of buildings
- Improve integration of European funds in buildings’ energy renovation projects in the MED area, and a better
  coordination between overlapping European programs.
On March 2013, the policy paper was presented at the European Commission, while the capitalisation strategy to the Task Force of MED programme.

 Ljubljana Declaration  
On 23rd and 24th October 2013, the annual event of the MED Programme was held in Lisbon. On the occasion, the Ljubljana Declaration was signed jointly by the lead partners of the 3 strategy MED projects - ELIH–Med, Marie & PROFORBIOMED. 
The targets of the Declaration are:
- European Institutions: European Commission, European Parliament, CoR
- Mediterranean member States
- Regional and Local Governments
- Management Authorities of EU Programs
- Network of regional and local authorities: CAT-MED platform, Covenant of Mayors

ELIH-Med capitalisation activities are framed in general by the EU2020 strategy and the discussions about the next programming period priorities. They try to fit with the pan-European objectives and they also constitute inputs for the 2014-2020 operational programs.
The two main outcomings of ELIH-Med capitalisation activity are Policy Paper and Ljubljana Declaration.
 
 Policy Paper 
Since the beginning of the project (April 2011), ELIH-Med has associated with another MED strategic project dealing with energy efficiency in buildings, MARIE, in order to have a common message to deliver to policy-maker. The main outcome of this joint capitalisation process is a Policy Paper aiming to improve Med transnational cooperation answers to energy efficiency challenges in buildings. PROFORBIOMED project has joint the process, and a cooperation agreement between the three projects was signed in November 2012.
 
 Ljubljana Declaration  
On 23rd and 24th October 2013, the annual event of the MED Programme was held in Lisbon. On the occasion, the Ljubljana Declaration was signed jointly by the lead partners of the 3 strategy MED projects - ELIH–Med, Marie & PROFORBIOMED.
 
The targets of the Declaration are:
- European Institutions: European Commission, European Parliament, CoR
- Mediterranean member States
- Regional and Local Governments
- Management Authorities of EU Programs
- Network of regional and local authorities: CAT-MED platform, Convenant of Mayors
 
Specific proposals have been worked out for each target group.
