Selecting criteria of pilot projects

The concept of low income households varies from one country to another, it will be defined taking into account a representative sample of the targeted population. Low income households included in Elih-med consist of three different segments: owner occupiers and tenants of private housing with low income; households suffering energy poverty and tenants of traditional “social houses”. All these three segments are characterised by their insufficient resources to improve the energy efficiency of their dwellings, having difficult to reach through current traditional public policies, needs for innovative technical and financial approaches to increase energy efficiency in their houses.

  1. Low Income Households:
    • Must be a representative sample of the targeted population
    • Any “windfall effect” should be avoided
  2. Refurbishment projects:
    • Existing buildings (no demolition/reconstruction)
    • Must be realistic from an economic point of view
  3. Date of construction (or of last refurbishment):
    • Built before 1995
    • High impact on energy (and cost) savings
  4. Building typology:
    • Single house
    • Apartment buildings
  5. Structure of ownership
    • Owned
    • Rented

Evaluation criteria of pilot projects

For each pilot project, the evoluation of:
  1. Energy savings
  2. Operational cost savings
  3. Level of comfort/discomfort post-action
  4. Pay-back time
