Project objectives
The main objective of ELH-Med is to identify and test, through large scale pilot actions, the feasibility of cost efficient technical solutions and innovative financial mechanisms backed with ERDF (European Regional Development Fund).
The project achievement shall be extended to all Mediterranean area, taking into account the differences of the region in comparison to the rest of Europe.
As a strategy project, ELIH-Med shall put its efforts to develop and get a political consensus on a transnational operational program on energy efficiency (EE) in low-income buildings which should be a significant component of a macro regional strategy in the Mediterranean area.
The main actions
- Development of integrated policies to promote energy efficiency in LIH in the Mediterranean through project result capitalisation
- Implementation of a large scale pilot experimentation of technical and financial solutions in 420 low incoming dwellings to improve energy efficiency
- Promotion of intelligent energy management systems at local and regional level through the experimentation of multi-energy smart meters in 135 low incoming dwellings
How ELIH-Med works?
The whole process of ELIH-Med can be summarised in the follows 7 steps.

To ensure the success of the pilot projects, a participative process is exploited to involve actively local relevant stakeholders in the large scale pilot experimentation. The two main elements of the participative process are:
- The Territorial Management Group (TMG), composed by local key stakeholders, in charge of analysing innovative financial options and technical solutions, and monitoring the implementation of pilot projects
- The Pilot Project Participative Group (PPCG): grouped by direct/indirect beneficiaries of the pilot projects, expresses the real needs and problems experienced in the buildings selected as the pilot projects. The PPCG is able to help the TMG to develop and adjust the pilot project action plan based on the real needs.
