The Med Programme is an EU transnational cooperation programme among the “Territorial Cooperation objective” of the EU Cohesion Policy. Project ELIH-Med (Energy Efficiency of Low Income Housing in the Mediterranean) is one of projects supported by the European Commission under the frame work of the Med Programme – Objective 2.2. Partners from 13 countries covering the whole Northern Mediterranean seacoast are working together to strengthen the competitiveness, employment and sustainable development of this area. The transnational setup allows the programme to tackle territorial challenges beyond national boundaries, such as environmental risk management, international business or transport corridors.
In terms of energy efficiency, as compared with the rest of Europe, the Med area presents some specific climatic, physical and social characters which require special attention. Climatic conditions lead to a traditional low emphasis on insulation of old buildings in which, the use of air conditioning is on growing. Ageing building stocks are located especially in urban centres with high energy intensity. There is the lack of strong and well structured social housing operators and more restricted public financial support. Mediterranean countries have, for those reasons, been lagging in implementing the specific energy efficiency policies addressed to low-income housing target group which represents in the Med area a significant share of the total housing stock and is of strategic importance to reach EU2020 objectives.
ELIH-Med project focuses on energy efficiency in low income housing in the Mediterranean area. The target group of ELIH-Med includes tenants, owner occupiers with low income as well as households suffering energy poverty, which represents about 40% of the total building stock and is considered as « far to reach» through traditional public policies. Innovative technical and financial approaches are essential for this group in order to help them reduce their energy consumption.
